Public Comment Period

New Jersey's

Statewide Transition Plan

 

New Jersey’s proposed policies, if implemented, could result in the closure of many existing vocational and residential programs and are unnecessary, unreasonable impediments to the development of future programs.

Tell NJ that the final Plan must eliminate the following unlawful and inhumane restrictions on individual choice and dignity which will cause harm to countless individuals who rely on DDD funding for support. NJ must remove:

 

1) The 4-6 bed limit for group homes;

2) The 25% density limit for public or private housing complexes;

3) The outright ban on campuses, intentional communities and farmsteads; and

4) The requirement that individuals spend 75% of each day in the community and away from their program's main center.

 

Please also include any personal comments about how these egregious, paternalistic mandates will harm you and your loved one.

Lisa McCauley Parles testified on February 12, 2015, as an invited guest before the NJ State Assembly Human Services Committee. The committee requested testimony concerning the proposed New Jersey Statewide Transition Plan (STP) issued by the Department of Human Services to comply with federal rules regarding services provided in home and community-based settings.

The STP is one of the most restrictive in the country. It may eliminate all campus based settings for individuals with disabilities. It includes density requirements for public or private housing where disabled persons may not exceed 25% of the population in any housing complex or they will risk losing their DDD services. It also establishes rules for day programs which many believe are nearly impossible to meet.  For example, the plan mandates that in order for an individual to receive DDD funding, their adult program must have all participants out in the community for 75% of the day - regardless of the individual's needs. 

 

If accessing quality services for adults with developmental and/or intellectual disabilities is a concern of yours, we urge you to participate. We suggest that you write to DHS at mahs.hcbs@dhs.state.nj.us and tell your personal story and how the proposed STP will negatively impact you, your child or your loved one.
